Tech talents from non-US are leaving Silicon Valley?

Few days ago I came across very interesting publication on USA today. It says that technical talents are leaving Silicon Valley due to strict immigration laws, high cost of leaving and appearance of better opportunities back home. The problem is so serious that even president Obama has pointed out that immigration reform is essential.

So what’s going on? There are no accurate figures, but the experts questioned by the American journalists claim that the number of foreign-born workers returning to India and China annually is in the tens of thousands. The Chinese Ministry of Education estimates the number of Chinese who returned to China last year was a record 134,800, up 25% from 108,000 in 2009. (more…)

New Draft Tax Code: Prospects of IT Sector in Ukraine

The IT industry has reached in Ukraine $1bln in Exports this year. With more than 20% of software export market and more than 30% annual growth, Ukraine has become a regional leader in the export of IT Services.

This growth has been possible in large part as a result of a highly skilled workforce and favorable tax conditions which allow entrepreneurs to provide programming services on single tax.

Cloud Turning Outsourcing ‘Upside Down’

Cloud computing is set for a bright future and will turn traditional outsourcing “upside down”, but the latter is not likely to disappear for “many years yet”, according to an industry analyst.

Rolf Jester, Gartner’s Distinguished Analyst and Asia-Pacific vice president for IT services, pointed out that cloud is not yet a major threat to outsourcing because deals that have been struck or are being negotiated, will remain valid for five to 10 years and are delivering value to businesses.

“People aren’t going to change just because something new comes along,” Jester said in a phone interview, noting that from a buyer’s point of view, there are still concerns over security and privacy of data in cloud computing.
