The Cabinet of Minister’s resolution about public Holidays shift is a recommendation, not an order or actual change. The commercial organizations are not obligated to follow the schedule suggested. Please see the correct text in Ukrainian at: http://zakon.rada.gov.ua/cgi-bin/laws/main.cgi?nreg=1412-2009-%F0&check=4/UMfPEGznhhRVw.Zi9l3ZDpHI4Kks80msh8Ie6
In English this resolution looks like the following (literally):
For the purpose of creating favorable conditions for celebrating on Jan 1 - New Year, Jan 7 - Orthodox Christmas and Aug 24 - Independence Day, as well as for rational utilization of work time, it is recommended for the management of enterprises and organizations (excluding authorities of the Pension Fund of Ukraine, Ukrainian State Enterprise of Postal Service “Ukrposhta”, State Treasury, and banking authorities) in 2010 to shift work days according to the order and conditions regulated by the law for workers with a five-days work week and two days off, from:
Monday Jan 4 to Saturday Jan 30;
Tuesday Jan 5 to Saturday Feb 13;
Wednesday Jan 6 to Saturday Feb 27;
Friday Jan 8 to Saturday Mar 13
Monday Aug 23 to Saturday Aug 21.
Special order of work for banks and their authorities on the above mentioned days is regulated by the National Bank of Ukraine.
Prime Minister of Ukraine
Y. Tymoshenko
